I believe that Chicherin is absolutely right, and propose that the Politbureau should decide: confirm Chicherinâs standpoint. Pay out in time what has been promised without fail.[1]

- â Written on G. V. Chicherinâs letter in which he resolutely objected to G. Y. Sokolnikovâs proposal to delay the payment to Turkey.
On February 27, 1922, the Politbureau of the RCP(b) CC adopted Leninâs proposal to pay Turkey the amount involved, noting that âthere are no other financial obligations on the RSFSRâ (Central Party Archives of the Institute of Marxism-Leninism of the CPSU Central Committee).
