Written on a memorandum from Chicherin, who gave factual data on the violation by editors of Petrograd newspapers of the __PRINTERS_P_555_COMMENT__ 18* regulations with regard to the publication of materials about the international situation and foreign policy.
Comrade Chicherin,
It is necessary:
1) To put before the CC another draft of a precise decision: the CC prohibits acting in such-and-such a way, and demands so-and-so.
2) To lodge a protest against each violation concretely.
3) To put through the CC the appointment of a responsible person (not a very “high” one).
Otherwise the result is nothing but grousing.
