Written on G. V. Chicherinâs letter to the RCP(b) Central Committee, saying that the Moscow Partyâs Committee had, without the knowledge of the Peopleâs Commissariat for Foreign Affairs, sent the Head of the Baltic and Scandinavian Department on an assignment abroad.
Comrade Chicherin:
I doubt whether any other Peopleâs Commissariat would stand for that sort of thing. I think the business manager P. P. Gorbunov is to blame. He should have worked out and got through the Politbureau a precise statute of the Moscow Committeeâs powers, and to cover the fact that without your consent the Moscow Committee is not empowered to remove anyone (âremoveâ in the broad sense of the word).
