Draft Decision for the CPC on the Conflict Between the SEC and the Commissariat for State Control

The conflict arose through an order of the Peopleâs Commissariat for State Control to do away with nine legal departments of the SEC The latter lodged a complaint against the State Control with the Narrow Council of Peopleâs Commissars. The CPC endorsed the decision of the Narrow Council in this connection on September 30, 1919, and adopted Leninâs motion with slight amendments, namely: Point 3 was added, reading: âThe same to be demanded of all committees within a fortnightâ, while Point 3 of Leninâs draft was endorsed as Point 4 of the decision worded as follows: âThe Commissariat jor Justice to institute investigations with the object of taking legal action against members of the SECâs legal departments for red tape. Fulfilment to be reported to the Narrow Council within a weekâ (Central Party Archives, Institute of Marxism-Leninism of the CC of the CPSU)
The CPC considers:
1) that the State Control should have recommended the SEC to close its legal departments, but should not have applied a proscriptive order;
2)that the Board of the SEC should immediately take energetic measures to close its legal departments, most of which are parasitical, and to prohibit members of these departments from being hidden away in other departments. Fulfilment to be reported to the Narrow CPC[1] within a week;
3) the Commissariat for Justice to take legal action against members of the legal departments of the Food Commissariat and the S.E.C, for red tape. Fulfilment to be reported to the Narrow Council within a week.
- â The Narrow CPC was set up in December 1917 to relieve the agenda of the CPC of minor questions; it had the status of a CPC commission. All the decisions unanimously adopted by the Narrow Council were signed by Lenin and acquired the force of CPC decisions; in cases of disagreement the business was referred to the CPC
